    Requirements

    Educational requirement: University degree in Engineering
    Work experience in Project Management related field preferably in Oil & Gas industry
    Working knowledge of cost management, financial analysis, reporting and control
    Familiar with the principles of estimating and forecast feasibility analysis
    Advanced knowledge and working experience in cost estimating and controlling
    Familiar with 3rd party estimating tools/systems such as QUESTOR and developing these systems for use in establishing estimate values
    Familiar with cost probabilistic analysis, sensitivity analysis and associated software (e.g. Pertmaster)
    Good IT skills and advanced working knowledge of MS Office package
    Concern for accuracy & quality

    Responsibilities

    Ensure implementation of and compliance to standard Project Management guidelines and procedures & business directives with respect to cost engineering/estimating
    Ensure establishment of project CBS/WBS using Petrom’s standards
    Prepare cost estimates for all project based activities in accordance with the CBS and cost estimating standards and procedures
    Through cost risk analysis techniques determine risks and recommend project controls, budget and associated contingency
    Develop and routinely update project budget and cost plan in all phases of a project in accordance with company standards
    Develop, maintain and update the current forecast, cost / expenditure plan
    Analyse cost variations and recommend appropriate measures to Project/Programme managers
